Get a rule by index.

Rule

Rules are the headings of the SRD that document the mechanics of Dungeons and Dragons. Each rule holds the text directly under its heading in desc, and links to the rule it is nested under (parent) and the subheadings nested under it (children, in SRD order). Top-level rules such as combat have no parent.
